Disclosed is a method for producing a novel pyrimidine derivative from a low-cost compound which is easily available commercially.  Also disclosed is a method for producing an important intermediate of an HMG-CoA reductase inhibitor.  For example, an HMG-CoA reductase inhibitor intermediate represented by formula (5) is obtained by reacting a phosphonic acid ester represented by formula (3), which is obtained by reacting a compound represented by formula (1) with a compound represented by (OR1)3P, with a compound represented by formula (4) in the presence of a base.
