The present invention relates to a moving picture encoder, a 2D alignment transformation device and method of an image signal for the same, and a recording medium therefor. The 2D alignment transformation device of an image signal according to the present invention comprises: a horizontal alignment section which horizontally aligns pixels of an image block in the order of size in the horizontal direction; a vertical alignment section which vertically aligns pixels of the image block in the vertical direction; and an index map generator which generates an index map for original positions of the horizontally and vertically aligned pixels. As any image signals can be rearranged as 2D-aligned image signals in the order of size and these aligned image signals can efficiently remove non-continuous points of existing images, energy concentration effects of block-based transformation techniques, such as DCT etc. are enhanced and coding efficiency can thus be maximized.
