PURPOSE: A device for separating and discharging a tissue roll is provided to improve the quality of a pulp paper production by separating a bad tissue roll into the core paper and the pulp paper before a discharge process. CONSTITUTION: A device for separating and discharging a tissue roll(1) includes a separation-discharge unit(20) and a transfer unit. The separation-discharge unit inserts the tissue roll into a center rod(21) and cuts the core paper and the pulp paper of the inserted tissue roll. Based on the elasticity difference between the core paper and pulp paper, the core paper and pulp paper are separated from each other.
