<P>PROBLEM TO BE SOLVED: To provide a base coat agent applying apparatus or the like which can suitably apply a base coat agent to a web. Ž<P>SOLUTION: The base coat agent applying apparatus includes a plate cylinder 34 and an impression cylinder 35 which can apply the base coat agent on the surface of the web W conveyed, and a cooling part 31 provided in the impression cylinder 35 so that an uncoating face being an opposite face of a coated face of the web W coated with the base coat agent is cooled at about the same time when the base coat agent is applied by the plate cylinder 34 and the impression cylinder 35, and in the cooling part 31, cooling water is passed through in the impression cylinder 35. It is possible thereby to cool the base coat agent by cooling the uncoated face of the web W, and as the viscosity of the base coat agent can be increased, the base coat agent hardly soaks into the web W.
