PROBLEM TO BE SOLVED: To issue a command by acquiring detailed disaster information as rapidly as possible while quickly dealing with an emergency report even in emergency report congestion. SOLUTION: If no commander responds to a report dialing "119" for a fixed time, a substitutive transponder 1 reproduces a voice file 3 for disaster information questions and makes questions about report contents. A reporter answers the questions pressing dial buttons of a reporter terminal 32. PB signals are analyzed by a PB signal analyzer 4, disaster information is created from an analysis result and positional information acquisition of the reporter, a station to issue a command thereto is selected by utilizing a dispatch information database 7 and vehicle dynamic-state information 8, and the command is issued by a voice file 6 for commands. If an emergency report to which the questions have not been completed is received on a command board, however, the disaster information created by the substitutive response is displayed on a command board.
