PROBLEM TO BE SOLVED: To allow a user to know a state at a position of a destination, to which the user himself/herself desires to move, before another moving body, passing through the position, enters a communication range or even if another moving body does not directly enter the communication range. SOLUTION: In an on-board device 10, a position data acquiring part 11 acquires position data of one's own vehicle, an image data acquiring part 12 acquires image data obtained by photographing, a time data acquiring part 13 acquires current time data, and a data processing part 14 stores the respective data in a data storage part 15. A receiving part 22 receives image data, position data, and time data from another vehicle while the data processing part 14 stores the respective data in the data storage part 15. Further, when a priority list is sent from another vehicle, the data processing part 14 acquires image data, position data, and time data of a cell whose priority order is high in the priority list while a transmitting part 21 transmits the respective data to another vehicle of a request source.
