PROBLEM TO BE SOLVED: To prevent the void of an image, when the image is written and to easily visually recognize the image, when the image except when the image is written is visually recognized. SOLUTION: An optical writing device includes: an irradiation part 32 as a writing means which irradiates the photoconductor layer 10 of an optical writing type image display medium 1 with writing light from the side of the photoconductor layer 10, to write the image on a display layer 7; a platen cover 16 as a light quantity adjusting means which is provided so as to adjust the light quantity of reflected light reflected from the display layer 7 and incident light made incident on the display layer 7; and a control part 30 as a control means which controls the platen cover 16 as the light quantity adjusting means, so that the light quantity of the incident light made incident on the display layer 7 is a predetermined light quantity Q or less, when the image is written and the light quantity with which the image of the display layer 7 is visible by the reflected light reflected from the display layer 7 is obtained, when the written image is visually recognized.
