IMAGE ENCODING METHOD, IMAGE ENCODING APPARATUS AND IMAGE ENCODING PROGRAM

PROBLEM TO BE SOLVED: To provide an image encoding method with which the number of coefficients having a value other than 0 included in a block after orthogonal transformation application can be encoded with high efficiency at all the time regardless of characters of a target image.

SOLUTION: When any one of an encoded block positioned adjacently to the upper side of a block to be encoded and an encoded block positioned adjacently to the left side of the block to be encoded is included in a slice different from the slice including the block to be encoded, on the basis of the number of non-zero coefficients in which the value of a coefficient included in the other encoded block of the two encoded blocks is any value other than 0, a predictive value for the number of non-zero coefficients included in the block to be encoded is derived.
