<P>PROBLEM TO BE SOLVED: To solve the problems of the conventional stock manufacturing apparatus wherein since stock is soaked in a stock solution, in the contaminated ambient air, probably it is sucked to contaminate the stock, or emit a smell, this resulting from nothing less than that the process of making a stock is opened in the atmospheric air, and since the method of soaking a soup stock in a stock solution is adopted, a soup stock is made into particulates due to a shock of soaking the soup stock in the stock solution, and molten into the stock to deteriorate taste. Ž<P>SOLUTION: A water filling container, a water receiving device, an extract container and a water storage container are installed in order from above in a case with a seeing-through lid, water or the like in the water filling container is stored in the water storage container, and a plurality of water drop outlets provided in the water receiving device are located so that areas where water drops spread due to wettability of the dried skipjack do not overlap each other as much as possible.
