<P>PROBLEM TO BE SOLVED: To provide an electrostatic motor generating an electrostatic force between film members such as an FPC film to drive the film members (movers), which has an assembled unit of an inner unit and an outer unit formed by laminating film members and stabilizes a drive output by reducing the variation in gap between the film members. Ž<P>SOLUTION: The inner unit IU is configured by bonding cover portions 15, 15 of stators (film members) 1<SB>1</SB>, 1<SB>2</SB>and bringing a biasing member 3 such as a nonwoven fabric into contact with insulators 14, 14. The outer unit OU is configured by bonding cover portions 25, 25 of the movers (film members) 2<SB>1</SB>, 2<SB>2</SB>. The inner unit IU is assembled into the outer unit OU. Beads are disposed between the outer unit OU and the inner unit IU. Cover portions 25 cover a stranded wire 22A at the rear in the insulator 24.
