<p><P>PROBLEM TO BE SOLVED: To provide a system with high safety canceling labor of locking/unlocking of a two-wheel vehicle. <P>SOLUTION: When inquiry from an input part 4 is present, a traveling detection part 2 determines traveling or stopping according to whether or not a stand is stood at present, and transmits the result to the input part 4. In the case of Fig.1(a), the matter that it is during stopping is transmitted to the input part 4. When information of the matter that it is during stopping is obtained from the traveling detection part 2, the input part 4 determines that locking may be performed and instruction of locking is output to the unlocking/locking part 3. When the unlocking/locking part 3 receives instruction of locking from the input part 4, locking of a bicycle 1 is performed.
