<p><P>PROBLEM TO BE SOLVED: To provide an IP multicast communicability monitoring method and system for monitoring communicability of IP multicast routes. <P>SOLUTION: According to an IP multicast communicability monitoring method, a plurality of distribution servers (101-1, 101-2) and a plurality of viewer terminals (110-1, 110-2) are connected over a network comprised of a plurality of nodes (120-124). When band allocation of IP multicast packets of test objects S, G under communication, as test objects in packets transferred from a specific distribution server MS1 (101-1) and active packets other than the IP multicast packets of the test objects S, G is defined as X:Y, over the network, the outgoing node A (120) inserts an IP multicast maintenance packet into a free band of X as a padding packet and transfers the packet at a rate of X/(X+Y).
