<p><P>PROBLEM TO BE SOLVED: To reduce loads of data encoding or decoding. <P>SOLUTION: A selection part 106 in an encoder 100 selects compression data of a bit plane upper than a level satisfying a predetermined condition and selects uncompressed data of a bit plane of the level satisfying the predetermined condition and a bit plane of a lower level. Further, the selection part 106 controls processing so as to omit entropy encoding processing by an encoding part 105 in a level lower than the level satisfying the predetermined condition. A decoder decodes a code stream, decodes the bit plane of the compression data, performs wavelet inverse transform without decoding the bit plane of the uncompressed data, and generates decoded image data.
