PROBLEM TO BE SOLVED: To provide a car-mounted electronic appliance advantageous in assuring usability while assuring safety during travel of a vehicle. SOLUTION: A pupil detecting means 42 detects the direction and the size of the pupil of a driver D, and generates pupil direction data showing the direction of the pupil and pupil size data showing the size of the pupil. A sight line determining means 38 determines whether the sight line of the driver D is directed to the front of the vehicle or not based on the pupil direction data and the pupil size data supplied from an image processing means 48. An operation input control means 40 allows operation to an operation input part 23 when it is determined that the sight line of the driver D is directed to the front of the vehicle by the sight line determining means 48, and prohibits the operation to the operation input part 23 when it is determined that the sight line of the driver D is not directed to the front of the vehicle by the sight line determining means 48.
