<p><P>PROBLEM TO BE SOLVED: To provide a video signal encoding device for suitably reducing the encoding amount of still image data when encoding a video signal to moving image data and the still image data. <P>SOLUTION: The video signal encoding device includes: a memory 1 for storing a video signal of a plurality of frames; a moving image encoding part 2 for encoding the video signal to the moving image data by detecting movement of an object between frames from the video signal; a moving range specifying part 4 for specifying a range in a frame where the object moves from the detected movement of the object; and a still image encoding part 3 for encoding the video signal to the still image data only within the range specified by the moving range specifying part 4. <P>COPYRIGHT: (C)2010,JPO&INPIT</p> |
