In an internal combustion in which an air-fuel ratio in the vicinity of an ignition plug and an air-fuel ratio in the whole interior of a cylinder are different from each other, requirements for various functions of the internal combustion are accurately reflected on the operation of actuators and the requirements are appropriately implemented. Three kinds of physical values, torque, efficiency, and an air-fuel ratio, are used as the controlled variables of the internal combustion and at least a portion of the requirements for the functions of the internal combustion is aggregated in the three kinds of physical values, and thus the target values of the respective controlled variables are set. Three kinds of operation amounts, the open degree of an intake adjusting valve, the time of ignition, and a fuel injection amount, and a fourth operation amount for adjusting an air-fuel ratio distribution in the cylinder are set based on the target values of the three kinds of controlled variables, the torque, the efficiency, and the air-fuel ratio.
