<p><P>PROBLEM TO BE SOLVED: To effectively keep a pre-filtered DC value of a block even after filtering. <P>SOLUTION: A filtering part 42 applies, to each of regions to be filtered, filtering using information on regions around. A subtraction unit 44 calculates a difference valueαbetween a pre-filtered average pixel value DC0 and a post-filtered average pixel value DC'0 for a block being a set of a plurality of regions adjacent to one another.
