<P>PROBLEM TO BE SOLVED: To provide an illuminating device and a display device capable of enhancing display luminance while reducing light leakage in a range of a large visual angle as well as a manufacturing method of a light modulation element. <P>SOLUTION: A light modulation layer 34 containing a bulk 34A and particulates 34B is provided inside a light modulation element 30 adhered to a light guide plate 10. Both of the bulk 34A and the particulates 34B have optical anisotropy and different response speeds to these electric fields each other.
