A start point device describes the requested number of paths in a path request packet.  Upon reception of a first path request packet, each relay device determines a wait time in accordance with a path evaluation value indicating a path state through which the path request packet has passed, and starts a timer.  Among the path request packets received until the timer has expired, each relay device selects those having a high path evaluation value corresponding to the number of paths requested by the start point device, and broadcasts the packets.
