PROBLEM TO BE SOLVED: To solve the following problem: when specifying an area of an image obtained by a specific pulldown pattern from an interlaced image in which interlaced images obtained by different pulldown patterns are mixed, a detection error may be generated. SOLUTION: A weave determination part 6 determines whether an area in a first composite image (present field) which is an interlaced image is a first area in which a progressive image is to be configured by combining the first composite image and a second composite image (preceding field), or a second area in which a progressive image is to be configured by combining the first composite image and a third composite image (succeeding field) (S106). When both first and second areas exist in the first composite image, a block detection part 7 specifies an area in which an interlaced image obtained from a progressive image of a second frame rate is composed, in accordance with the first and second areas (S214).
