<p><P>PROBLEM TO BE SOLVED: To provide an operation sequence generation device capable of easily generating an operation sequence. <P>SOLUTION: The operation sequence generation device includes: movement sequence input means 38 and 52 each of which inputs a movement sequence of an end effector 16 of an industrial robot 12 among a plurality of units; and operation sequence generation means 55 and 58 which extract a plurality of operation steps corresponding to each unit being a movement target in the movement sequence and generate an operation sequence based on the movement sequence.
