PROBLEM TO BE SOLVED: To provide a video signal playback apparatus for playing back only an important scene in a short time without giving a viewer any sense of incompatibility or discomfort with a frame rate change. SOLUTION: An important frame determining means 3 analyzes a video signal, creates and outputs a list of important frames. On the basis of the important frames and request playback speed information inputted by a viewer, an adjusted speed determining means 5 calculates a playback speed and outputs it to an image signal playback speed change means 7 and an audio signal playback speed change means 9. At the image signal playback speed change means 7 and the audio signal playback speed change means 9, portions corresponding to any other portion than the important frames in the video signal are thinned and playback speeds for image signals and audio signals are changed, respectively.
