PROBLEM TO BE SOLVED: To solve a problem wherein a sufficient heating effect is not obtained during cold, etc. since sufficient radiation heat to a human body is not obtained because a distance from the human body is not short in a conventional constitution. SOLUTION: A column lower heating body 3 is mounted in a lower part of a column 2 of a steering 1 of a vehicle, and the column lower heating body 3 is heated by a control means 4.
