<P>PROBLEM TO BE SOLVED: To provide a plasma display panel which suppresses the occurrence of a defect in a phosphor layer and is improved in uniformity of luminance and chrominance on the screen. Ž<P>SOLUTION: The plasma display panel has a front substrate 21 on which a plurality of display electrodes 24 are formed and a rear substrate 31 on which a plurality of data electrodes 32 are formed, each arranged oppositely so that the display electrode 24 and the data electrode 32 may cross each other. The rear substrate 31 has a dielectric layer 33 to cover the data electrode 32, barrier ribs 34 which are formed on the dielectric layer 33 and demarcate a discharge space, and a phosphor layer 36 which is formed between the barrier ribs 34, and a metal oxide layer 35 which is formed of metal oxide particles and has a surface roughness larger than the surface roughness of the dielectric layer 33 is formed between at least one of the surface of the dielectric layer 33 and barrier rib 34 and the phosphor layer 36.
