PROBLEM TO BE SOLVED: To highly accurately estimate transmission line characteristics in a frequency domain. SOLUTION: An FFT part 50 derives a reception spectrum of a radio signal. A detection part 56 detects a first frequency point included in a first band end region and a second frequency point included in a second band end region by differentiating the reception spectrum at respective frequency points. A division part 58 divides the reception spectrum into a signal region, the first band end region and the second band end region on the basis of the first frequency point and the second frequency point. A first calculation part 60 calculates a reference spectrum to be the comparison object of the reception spectrum by executing independent arithmetic operations to each of the signal region, the first band end region and the second band end region.
