<P>PROBLEM TO BE SOLVED: To provide an emulsifying additive for heavy oils such as heavy oil C and heavy oil D and its production method to solve the problem of absence of an emulsifier for the heavy oil despite the need of an emulsion fuel of oil and water due to the sky-rocketing price of the crude oils. Ž<P>SOLUTION: The emulsifying additive for a heavy oil emulsion is prepared by producing an emulsifying additive material for a heavy oil emulsion for circulating and contacting 1 ton of soft water for 10 hours or more using as a filter medium ceramics made of a mineral containing a chloride including 70 g or more of Mg ion, 45 g or more of Ca ion and 150 g or more of Na ion, such as granite porphyry, tourmaline, IOUSEKI or submarine coral, and electrolyzing the resultant material so as to obtain an alkali having pH 12 or more.
