PROBLEM TO BE SOLVED: To provide an image processing apparatus and a program starting up method, whereby a starting up time for a program related to a function having priority can be reduced. SOLUTION: The image processing apparatus has a program starting up control means to start up programs for attaining a plurality of functions in a usable state, wherein the programs corresponding to the respective functions are constituted of a plurality of programs, the program starting up control means starts up, on a function-by-function basis, the programs corresponding to the functions.
