PROBLEM TO BE SOLVED: To realize cost reduction, downsizing, and high performance, and suppress a continuous flow by increasing an arc maintaining voltage. SOLUTION: A surge absorber includes an insulating substrate 2, a box-like lid body 3 that is fixed onto the insulating substrate 2 and includes a plurality of internal spaces S mutually separated and which are filled with a discharge gas, and a plurality of absorber elements 5 constituted of a pair of discharge electrodes 4 which are formed on the insulating substrate 2 at each internal space S and opposedly arranged mutually separated by a discharge gap.
