PROBLEM TO BE SOLVED: To provide a charging member cleaner provided with structure for enhancing a cleaning force, a charger equipped with the charging member cleaner, a cartridge equipped with the charger, and an image forming device equipped with the cartridge. SOLUTION: A position of a bearing 110B is set at an outer side of both ends of a shaft 11212 of a foam roll 1121, and a plate spring SP1 is inserted into a space formed between the shaft 11212 and an inner wall of the bearing 110B. A transverse difference is imparted in the sliding resistance of the foam roll by making a friction coefficient of the bearing 110B relatively lower than that of a bearing 110A. The foam roll 1121 is oscillated by a relative level with respect to an elastic force of the plate spring SP1 generated from a charge roll toward the plate spring SP1 when the foam roll is rotated following the rotation of the charge roll.
