<P>PROBLEM TO BE SOLVED: To materialize a foamed resin composite structure which has functions such as a conductivity and insect repelling although light in weight. Ž<P>SOLUTION: A flowable material 4 such as a resin water-base emulsion in which copper powder is dispersed and which has a viscosity of 2,000 mPa s or below is arranged on the upper surface of a base material 1 in which communication holes communicating from the upper surface to the lower surface and having a mean diameter of 10-150 μm are present, and a decompression chamber 2d is decompressed by operating a decompression device 3. The flowable material 4 penetrates into the communication holes of the base material 1, and the powder adheres on the inner wall surfaces of the communication holes. After the base material is dried, the flowable material such as the resin water-base emulsion is made to penetrate into the base material, the powder is fixed, and the communication holes are blocked.
