<P>PROBLEM TO BE SOLVED: To provide a water-in-oil type or oil-in-water type cosmetic which excels in barrier ability and hydration ability of skin, which further excels in cohesiveness to skin when applied to skin, which shows excellent stability with time passage even if not containing a surfactant, in which appearance is whip-like, and which shows very light feel, smooth feel, and outstanding distensibility. Ž<P>SOLUTION: The water-in-oil type or oil-in-water type cosmetic includes a powder which is surface-treated by a condensate of a specific acylation amino acid salt and L-lysine or L-glutamine. As the powder, an inorganic powder, an organic powder, a surfactant metal salt powder, a colored pigment, a pearl pigment, a metal powder pigment or the like is preferably used.
