PURPOSE: A make-up cosmetic product such as two way cake, powder pact or skin cover is provided to ensure decoration effect, to improve productivity, and to easily change powder arrangement. CONSTITUTION: A method for manufacturing powder cosmetic product containing dry powder and wet formulation comprises: a step of molding dry powder; a step of arranging dry powder in a separate inner container; a step of injecting wet formulation into inner container; a step of injecting wet formulation into a space between the dry powders; and a step of charging the injected wet formulation with dry powder.
