PURPOSE: A neurologic diagnosis, a prescription system, and a method thereof are provided to improve learning capability of a user by accurately diagnosing a character of a user, a learning capability, and learning attitude based on a neurological hemispheric dominance. CONSTITUTION: A first database part(31) comprises a plurality of question data for deciding a plurality of neurological hemispheric dominance. A first output processing part(35) provides a plurality of question data from the first database part to a user. A neurological hemispheric dominance decision unit(38) decides the neurological hemispheric dominance of a user according to a plurality of neurological side dominants of a user. A matching part(33) generates a neurologic diagnosis and a prescription solution based on the neurological hemispheric dominance.
