PURPOSE: A smart card based operating system and a method thereof are provided to implement SCWS based application management function in order to download an application to be installed in a user terminal in the smart card, thereby enabling a user to install and use the application when the application is required. CONSTITUTION: A user terminal(100) accesses to an SCWS(Smart Card Web Server) installed on a smart card(200) through an embedded browser and receives a web-based standby screen which includes a service menu for the operation of the terminal. The user terminal selects the service menu and requests service execution linked with the menu. The smart card includes an application for supplying service which is linked with the service menu, operations the application, and returns the result value of the service.
