PURPOSE: A vehicle crash pad and an apparatus for making the pad are provided to prevent the hinge portion of the air-bag door of an assistant seat from fracturing and the door from being separated from a crash pad when the air-bag of the assistant seat is operated. CONSTITUTION: A vehicle crash pad comprises a main resin layer(110), a upper resin layer(120) and a lower resin layer. The main resin layer comprises a door area and a crash pad area. The door area comprises a hinge portion and a tear line. The crash pad area surrounds the door area at least partly. The upper resin layer is formed on the top of the main resin layer to cover a door area. The lower resin layer is formed at the bottom of the main resin layer to cover the hinge portion. The lower resin layer is softer than the main resin layer or has higher elongation percentage.
