The device has a mobile chassis (2) whose elements are unloaded as soon as an authorized maximum speed is exceeded for arresting a rolling vehicle (1) by friction on the ground. The mobile chassis supports entire or part of a load (3) and includes shoes (5) for effectively rendering friction on the ground and assuring compatibility of deceleration with transported material and person constrains. The elements of the mobile chassis are connected to the rolling vehicle by lifting jacks (4).
