PURPOSE: An optical fiber monitoring system is provided for a user to enable to easily replace damaged optical fiber by replacing partial damaged optical fiber which is not the entire part of the optical fiber and to facilitate maintenance and repair. CONSTITUTION: An optical fiber monitoring system capable of easily replacing damaged optical fiber comprises: attached optical fiber portions(10) which monitor temperature or strain and are attached on an underground pipe(P); non-attached optical fiber portions(20) which have fixed length and are not attached on the underground pipe at fixed intervals; a protecting unit which protects the non-attached optical fiber from external environment; and a fixing unit which fixes the protecting unit on the underground pipe. The non-attached optical fiber is longer than the protecting unit.
