It is possible to provide a signal processing device, a signal processing method, and a program for outputting an encoded string of high quality. The signal processing device includes: a normalization coefficient information increase/decrease circuit (12) which corrects frame signal component normalization coefficient information and primary additional signal component normalization coefficient information according to a primary increase/decrease amount of the normalization coefficient information; and an additional signal component normalization coefficient information which corrects normalization coefficient information on a secondary additional signal component as a duplicate of the primary additional signal component according to the secondary increase/decrease amount of the normalization coefficient information.
