PURPOSE: An electronic toll collection system and an apparatus for a car are provided to save a cost for a smart card which is manufactured for additional highway toll fee by settling the toll fee through a ID card of mobile terminal. CONSTITUTION: An automatic billing system of the vehicles comprises an automatic fee calculate device(10), a mobile communications terminal(20), and a tollgate charge settlement server(40). The automatic fee calculate device transfers the information of the settlement amount and the vehicles to the mobile communications terminal. The mobile communications terminal settles accounts the settlement amount through an identification card. The mobile communications terminal transfers the payment acknowledgement message to the automatic fee calculate device. The tollgate charge settlement server settles accounts the settlement amount.
