<P>PROBLEM TO BE SOLVED: To further improve the prediction accuracy of an image in AC component prediction. Ž<P>SOLUTION: An area specifying part 31 specifies an area where processing by a sequential shift has not been performed as an unprocessed peripheral area and an area where processing has already been performed as a processed peripheral area in the peripheral area located in a periphery of a processing object. A prediction processor 32 calculates a prediction pixel value of subblocks s00-s11 produced segmenting a block S by AC component prediction using an average pixel value of the block S which becomes a processing object, a center pixel value of blocks T and L in the processed peripheral area, and an average pixel value of blocks B and R in the unprocessed peripheral area. The center pixel value is a linear prediction value using average pixel values of subblocks t10, t11, l01, and l11 in the processed peripheral area and the average pixel value of the block S, and based on an intercentral distance of the block and the subblocks.
