PURPOSE: A transfer unit and a method thereof between cells of a mobile communication terminal for supporting optimal cell mobility are provided to control the mobility of the terminal and minimize the change item of the network and the base station. CONSTITUTION: A terminal state monitoring unit(300) monitors the state of a terminal. An access-priority cell determiner(302) of the access priority rank determines a cell of the access priority rank according to a monitoring result. A neighboring cell measurer(304) generates an adjacent cell list by measuring the adjacent cell. An access-priority cell ranking controller(306) of the cell of the access priority rank adjusts the rank of the cell of the access priority rank.
