PROBLEM TO BE SOLVED: To provide a method of manufacturing a solid-state electrolytic capacitor which has small equivalent series resistance (ESR) and superior high-frequency characteristics. SOLUTION: A capacitor element is formed by winding an anode electrode foil, made of valve-acting metal such as aluminum and having an oxide coating layer formed on a surface, and a cathode electrode foil with a separator made of manila paper interposed. After a desired part of the separator is carbonized by high-frequency induction heating, the capacitor element is impregnated with a polymerizable monomer and an oxidant, and a conductive high polymer is produced through polymerizing reaction between the polymerizable monomer and oxidant with which the separator is impregnated to manufacture the solid-state electrolytic capacitor including the conductive high polymer as a solid-state electrolyte layer.
