PROBLEM TO BE SOLVED: To provide a target detecting system capable of performing a search at a high speed, by reducing the processing load of a target search, when a specific object is set as a search target. SOLUTION: A pixel block determining means 31 sequentially extracts a pixel block of a prescribed size from a search target image, in accordance with a collation pattern; determines whether the extracted pixel block satisfies a prescribed determination condition; and sets a search basic pixel corresponding to each pixel block, in the case of satisfying the condition. Next, a target-specifying means 32 sets a prescribed area that includes the search basic pixel as a basic pixel influence area; counts the number of times, when each pixel on the search target image is included in the basic pixel influence area; sets a counting accumulation range of a prescribed size; and sets a prescribed pixel within the counting accumulation range as a specific pixel, showing a target when the total number of times the pixels are included within the counting accumulation range is maximum, when the counting accumulation range is moved.
