<P>PROBLEM TO BE SOLVED: To control usage of a mobile communication terminal device in a utilization-restricted area and a utilization-restricted time without providing additional devices for restricting usage of a mobile communication terminal device, and also to allow the usage of the mobile communication terminal device when under prescribed conditions even though in the utilization-restricted area and the utilization-restricted time. Ž<P>SOLUTION: A communication control system 1 includes a usage restriction information carrying means for carrying usage restriction information including restricted terminal identification information to identify a usage-restricted terminal, restricted area information to indicate usage-restricted area of the usage-restricted terminal, incoming and outgoing calls prohibited time information to prohibit incoming and outgoing calls of the usage-restricted terminal, and unrestricted terminal identification information to identify a usage-unrestricted terminal for allowing the incoming and outgoing calls from/to the usage-restricted terminal in the incoming and outgoing calls prohibited time, and a control means to control incoming and outgoing calls from/to the usage-restricted terminal on the communication network based on the usage restriction information if a request of the incoming call to the usage-restricted terminal or a request of the outgoing call from the usage-restricted terminal.
