PURPOSE: A power control apparatus and a method thereof in a wireless telecommunications system for reducing data loss according to power setup time are provided to reduce the length of s CP(Cyclic Prefix) by wetting power setup delay time in a sounding reference signal area. CONSTITUTION: A delay time which is required to the electricity of the carrier signal is confirmed(301-307). The data allocation information of data symbol located in the front and after of the sounding reference signal domain is identified(309-315). The power setting start time point about the sounding reference signal and the power setting start time point about data symbol included in the next TTI(Transmission Time Interval) is determined in consideration of the delay time and data allocation information.
