PROBLEM TO BE SOLVED: To prevent infiltration of rainwater even when the wind is strong while ventilating an attic or the inside of an external wall via a rising section provided above a roof. SOLUTION: The rising section 1 called a parapet is provided above the roof surface on the external wall of a building, and an outer surface material 9 and inner surface materials 10, 11 are mounted to the outside and inside of a structural member 5 of the rising section. A hanging plate 14 is supported to hang inside with a space between itself and the inner surface material from the upper part of the rising section, and the top of these members is covered with a cover member 16. Ventilation on both sides of the upper inner surface material 10 is allowed at the upper part of the upper inner surface material 10, and a vent passage is formed to pass through the lower side of the hanging plate from between the hanging plate and the inner surface material. A constriction member 15 for narrowing the vent passage is provided between the lower part of the hanging plate and the inner surface material, and a shielding member for shielding a space between the inner surface material and the hanging plate is mounted near a section where the rising part intersects at a right angle or near a section where the rising part intersects almost at a right angle to the wall surface, instead of the constriction member.
