<P>PROBLEM TO BE SOLVED: To provide a base station which solves problems that communication network congestion occurs in confirming the safety of persons. Ž<P>SOLUTION: When a receiving part 31 receives an earthquake warning, a management part 33 acquires the latest registered cellular phone list from an HLR 2 as a registered cellular phone list before earthquake. In addition, when a detection part 32 detects the end of earthquake shaking, the management part 33 acquires the latest registered cellular phone list from the HLR 2 as a registered cellular phone list after earthquake.
