<P>PROBLEM TO BE SOLVED: To provide a fuel cell with long-period output fluctuation alleviated. Ž<P>SOLUTION: In the fuel cell provided with a cathode 2, an anode 3, and an electrolyte film 4 arranged between the cathode 2 and the anode 3, the cathode 2 includes a cathode hydrophobic porous layer 6 arranged between a cathode catalyst layer 5 and a cathode gas diffusion layer 7, and a steam permeation inhibiting layer 8 arranged at an opposite side to a face opposing cathode hydrophobic porous layer 6 in the cathode gas diffusion layer 7, with a moisture permeability of the cathode gas diffusion layer 7 higher than those of the cathode hydrophobic porous layer 6 and the steam permeation inhibiting layer 8. The anode 3 includes an anode catalyst layer 9, an anode gas diffusion layer 11, and an anode hydrophobic porous layer 10, with a gas transmission resistivity of a face 10a of the anode hydrophobic porous layer 10 opposed to the anode catalyst layer 9 smaller than that of a face 10b opposed to the anode gas diffusion layer 11.
