PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical film having superior scuffing resistance, and to provide the optical film.

SOLUTION: The method of manufacturing the optical film 1 includes: a step of applying a curable resin composition for optical functional layer onto the uppermost surface of one surface side of a transparent base film 10 to form a coated film 20; a step of allowing a smooth surface 40 having a surface roughness Ra of 10 nm or less to contact with a surface of the coated film 20, opposite from the transparent base film 10; a step of curing the coated film 20 while allowing the smooth surface 40 to contact with the coated film 20 and, thereafter, peeling the smooth surface 40 to form an optical functional layer 70 having a surface roughness Ra of 1 nm or less.
