PROBLEM TO BE SOLVED: To provide a method of manufacturing a magnetic recording medium and the magnetic recording medium wherein the bonding ratio between a lubricant layer and a medium protection layer is improved by devising the surface of the medium protection layer while keeping the hardness of the medium protection layer. SOLUTION: The method of manufacturing the magnetic recording medium includes: a magnetic recording layer deposition step which deposits the magnetic recording layer; a protection layer deposition step which deposits the medium protection layer using a CVD (Chemical Vapor Deposition) method; a nitriding step which nitrides the surface of the medium protection layer; and a lubricant layer deposition step which deposits the lubricant layer. The protection layer deposition step deposits the medium protection layer in the atmosphere at the second pressure after depositing it in the atmosphere at the first pressure.
